Executive Summary for our proprietary Open 2 Dream Program
This document outlines the framework for our proprietary mobile learning platform driven by our commitment to putting the principles of good corporate citizenship into meaningful practice. With our Open 2 Dream Program (O2P) we have a detailed collaborative engagement focused on the technology requirements of urban under-served multicultural Public k-12, Charter and Magnet schools and school districts across the country. O2P is a Children’s Internet Protection Act (CIPA) compliant, One to One managed mobile learning platform again focused on urban under-served Public k-12, Charter and Magnet schools.
Joseph F. Jackson founder of Jackson Consulting Group (JCG) spent 3 years developing the national O2P platform with extensive input from committed urban teaching staff, administrators and IT professionals across the country. JCG is uniquely positioned to deliver the benefits of our proprietary O2P initiative as a consultancy that intimately understands the wireless reseller marketplace, with the flexibility of being able to integrate with the select enterprise voice and data service offerings of Sprint, T-Mobile, AT&T Mobility and Verizon Wireless in addition to the Government/Public sector offerings of T-Mobile and Sprint.
Summary
The source funding mechanism for the Federal E-rate grant is the Universal Tax – which birthed the Universal fund – every US voice/data carrier collects the tax/fees and contributes to the fund-

The Universal Service Administrative Company (USAC) is an independent, not-for-profit corporation created in 1997 to collect universal service contributions from telecommunications carriers and administer universal support mechanisms (programs) designed to help communities across the country secure access to affordable telecommunications services. USAC carries out its functions as the administrator of the federal universal service programs and universal service fund (USF) under the oversight of the Federal Communication Commission (FCC).
USAC administers universal service programs for high cost companies in rural areas, low-income consumers, rural health care providers, and schools and libraries.
Full access to telecommunications and information resources makes possible the rich teaching and learning that take place in schools and libraries. For these institutions to provide the high level of service necessary for their students and patrons to participate fully in American society, the costs can be great. Telecommunications and Internet access, the hardware needed for assembling local networks, and maintenance of systems and machines can stretch budgets that are already under stress.
The universal service Schools and Libraries Program, commonly known as "E-rate," provides discounts of up to 90 percent to assist most schools and libraries in the United States obtain affordable telecommunications and Internet access.
USAC has 4 components – Public k-12 and Libraries (our focus) and the second component is Rural Healthcare connectivity the third High Cost connectivity and the fourth Life Line connectivity.
Public k-12 (which includes Charter and Magnet schools) are rated by USAC/E-rate by the number of students who qualify for the federal free and reduced lunch program. If the institution has 75 percent or more of the attending students qualify for the Federal free and reduced lunch program, that school or school district is recognized by USAC/ E-rate as a "90% institution". This means that upon approval of the filing request the school or school district would receive a subsidy grant of 90 percent (our Open 2 Dream Program focuses on the urban under-served 90% schools and school districts across the country).
Open 2 Dream Program (O2P) includes in its proprietary platform design participating national Wireless Broadband providers. These carriers traditionally, with the signing of multi-year contracts, provide cell/smartphone hardware to their clients at a significant discount – O2P has aligned its platform with Sprint and T-Mobile’s Tablet, Computer and Netbook Government/Public sector offerings. For selected devices there is a no cost or reduced cost to schools or school districts (inclusive of Charter and Magnet school) open to or interested in participating in and with our Open 2 Dream Program.
The recurring cost of the data contract (4G with unlimited data in most urban areas, where 4G is available based on spring of 2012 rates), has an average cost of 39.99 to 54.99 per month per activation depending on carrier and access path selected) is reduced, in the case of our targeted under-served urban schools, by 90% of approved MRC if the institution or school district has been approved for their E-rate grant. (data pricing is subject to change by the providing tier one carriers).
Within the O2P platform is a school directed imaged netbook device, monitored 24/7/365 with change management available 8/5/5, Children’s Internet Protection Act (CIPA) filtering software that keeps our young people from sites that are not appropriate, as well as approved spam, virus and malware protection. CIPA software is a firm mandate by USAC, which states that if you are using approved E-rate federal funds to support the wireless broadband needs of an institution, you must have CIPA monitoring software deployed in the network or on each device
using the selected or multiple networks.
Our O2P CIPA software is embedded beyond reach of the user into the device and is network agnostic…f a student is on school grounds or home and decides to use any available hardline or wireless network, such as Comcast or U-Verse, every website is monitored and the filtering, virus, spam and malware protection software fully engaged.
Lastly we have come to understand that the balance of the required funds or as sometimes referred to as the short fall that is left for the institution to address can still be a significant challenge and must be addressed before initially filing. This USAC reduced amount, specific to our O2P initiative, ranges from 6.49 to 8.00 per month per activation or 77.88 to 96.00 per year per child. Because of this JCG has developed a two pronged. First our "best efforts" outreach commitment to national and regional potential enterprise partners that recognize the extraordinary impact this funding opportunity could have both as a brand elevating event in their respective markets as well as an opportunity to embrace the highest standards of good corporate citizen. Secondly as of 2014 there have been significant developments in the availability of digital books and supporting materials that effectively provides for complete course materials across all core subjects at very low or no cost to the institution. This allows the text book fee funds to be redirected into supporting the recurring costs of bringing the appropriate integration of one to one technologies into the institution.
O2P as provided is dedicated to bridging the technology needs of underserved urban students and educators a robust, flexible and cost effective safe managed platform solution that does not drain the administrative, teacher, IT staffs or students and their families financial resources.
For these reduced or eliminated fees the school receives, per 1000 students, approximately $400,000 in select new netbook or equivalent hardware, $600,000 in wireless data services per year with CIPA managed services 24/7/365 with 8/5/5 change management for an annual cost per student of 77.88 to 96.00 per year (per 1000 students per year - $77,880.00 to $96,000.00). With our holistic collaborative approach that combines parents, guardians, state, and enterprise support, together the future is possible. (these are estimates)
O2P provides for:
1) A select new netbook or equivalent device for each participating urban student at significantly reduced or no cost
2) Preferred 4G/3G unlimited data at a federally subsidized cost reduction based on the number of students that qualify for the Federal free or
reduced lunch program…our target institutions have 75% or more that qualify as such they are deemed 90 percent institutions by
USAC/eRate standards.
3) Fully managed CIPA software with spam, virus and malware protection bundled in.
4) At a predetermined agreed cost we will custom image, check, re-kit and deliver the O2P netbooks/tablets ready to plug and play.
Our O2P platform is a national, managed services approach to address the technology gap/void in urban under-served multicultural schools and school districts.
